Your Opportunity
Stantec’s Washington, D.C.-based International Development team is seeking highly qualified Chief of Party (COP) for the next phase of an anticipated USAID-funded civil works project in in Vietnam focusing on dioxin remediation at Bien Hoa Airbase. The goal of this (expected) 4-5-year, $30M+ project will be to help remedy dioxin (defoliant “Agent Orange”) contamination in soils and sediments in and around areas where this chemical was handled or stored. Technical support will include, but will not be limited to environmental assessments, studies, designs, and construction management.
This role is contingent upon award.
Your Key Responsibilities
- The Chief of Party (COP) will be Stantec’s principal point of contact with USAID/Vietnam and other local stakeholders, and the Stantec Home Office.
- Responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
- Responsible for providing overall leadership, management, and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award.
- Monitor/identify issues and risks related to project implementation in a timely manner and oversee appropriate adjustments.
Your Capabilities and Credentials
- Prior chief of party, team leader, or other demonstrated progressively responsible leadership roles on projects of a similar type, size, and duration—preferably with USAID in Vietnam and/or the Southeast Asia region.
- Requisite technical and management skills, communication, presentation, teamwork, and interpersonal skills with multiple stakeholders to include donors, host country government entities, and local and international staff.
- Project Management Professional (PMP) certification (or equivalent) is preferred, but not required.
- Excellent written and oral communication skills in English. Vietnamese fluency is a plus, but not required.
- Proven experience navigating high-pressure environments and demanding deadlines.
- Willingness and ability to be based in Vietnam (TBD either in Bien Hoa or Hanoi).
Education and Experience
- B.Sc. in Environmental Engineering, Engineering Management, or relevant engineering field. A Master’s degree or greater in relevant fields is strongly preferred.
- PE registration a plus, but not required.
- 15+ years of experience managing complex environmental/hazardous remediation projects in the Southeast Asia region, with a strong preference for experience in Vietnam.
