Your Opportunity

Stantec is looking for a US Federal Government Programs business and compliance leader to join our Federal Programs leadership team and support our continued organic and acquisition growth with our US federal client accounts coordinating with all service lines and business markets for Stantec.  Stantec markets include Infrastructure, Environmental Services, Water, Energy and Resources, and Buildings.  The position will lead and manage our team responsible for the administration and support services to our US Federal programs and contracts to ensure compliance with Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and other applicable federal regulations.  The position will also assist in the integration of newly acquired companies, business systems, overall federal compliance requirements and employee integration.

The services include prime contracts management, financial management and accounting support and reporting, maintaining federal business system compliance (e.g., procurement, estimating/pricing, accounting, government property, etc.), federal compliance and audit support, federal rate structure, cost accounting, disclosure statements, and cybersecurity/CMMC requirements and compliance.  

This role can be located in a variety of locations across the United States while being a member and reporting to the US federal Program leader and leadership team.

Your Key Responsibilities

The US Federal Government Programs and Compliance Leader will lead and manage the team responsible for ensuring compliance with US Federal Government contracting regulations, including but not limited to FAR, DFAR’s, and CAS. Further details of these responsibilities:

  • Collaborate with the applicable business line leadership and account managers, as well as other functional service teams (finance, legal, HR and IT) to lead and support cross business line collaboration and overall compliance with Stantec’s US Government approved business systems.  
  • Develop and lead an inspired and motivated team.
  • Lead acquisition integration of contracts, CAS compliant business systems, and training.
  • Lead regular communications and team meetings with federal, regional, and business unit leaders and marketing and business development staff including acquired company personnel.
  • Create communications, reports and analysis to support Stantec executive business and operational leadership on key issues and support required from the company.
  • Manage overall performance, policies and procedures, and compliance of Stantec’s federal contracting system and processes:
    • Accounting System and CAS Compliance
    • Overhead Rate Structure, Rate Development and Compliance, including Forward Pricing Rate and Incurred Cost proposals preparation    
    • Timekeeping
    • Estimating and Pricing
    • Procurement
    • Overall FAR Contract clause compliance
    • Firm Registration for Federal Work
    • Service Contract Act and Contractor Manpower Reporting
    • Small Business Program and Reporting
    • CMMC Compliance, accreditation, and reporting
    • Government Property management.
  • Hands on participation in cost and pricing negotiations with clients and direct support of information requests and audits by our government clients including DCMA and DCAA.
  • Financial management, budgeting, forecasting, and reporting federal operational performance and overall management of internal operating budgets. Assist in annual business planning process and forecasting.
  • Implements industry best-practices and processes while balancing internal constraints. Continuously seeks process improvements and ways to increase efficiency while maintaining compliance.
  • Identify, develop, and implement key metrics to drive higher levels of performance.
  • Track and report on JV and LLCs Governance, JV financial statements, and corporate reporting requirements.
  • Track changes in regulations and laws that impact the federal business including contract and acquisition law, small business participation, etc.

Your Capabilities and Credentials

  • Proficient in understanding and the application of the Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement (DFARS) and agency supplements thereto.  Working knowledge of Foreign Corrupt Practices Act (FCPA), Organizational Conflict of Interest, International Traffic in Arms (ITAR), and applicable export/import laws and regulations.
  • Demonstrated success in managing a large AEC companies’ business management systems, practices, and team.
  • A results-driven leader with demonstrated capabilities to positively motivate staff to maximize results and continually improve to achieve stronger organizational results.
  • Strong interpersonal skills, emotional intelligence, and team building skills allow you to successfully lead and develop a diverse, multidisciplinary workforce.
  • Excellent communication skills (written, verbal and presentation), with a demonstrated ability to influence and build effective relationships built on trust and open communication.
  • Influences client success through acting as a seasoned advisor, willing to provide consultation on complex issues, discuss opportunities and threats and offer innovative solutions.

  • Ability to utilize Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).

Education and Experience

  • Minimum Bachelor’s degree in business, finance, or a related area from an accredited institution.
  • Minimum of fifteen (15) years of related work experience including federal business management, contracting, CAS and FAR compliance, procurement, pricing, and financial reporting.
  • Registered professional or accredited in contract management, federal compliance, etc., is a plus.

Position will primarily work in an office setting.
